The Irish Residence Permit (IRP) card is the official record of immigration permission for non-EEA/non-UK nationals living in Ireland for more than 90 days. Your photo for the IRP card is taken by INIS staff at your registration appointment. IRP Registration Photo Specifications
The IRP biometric photo is captured by INIS (Irish Naturalisation and Immigration Service) staff at your registration appointment — you do not submit your own IRP card photo. However, some visa applications and immigration paperwork require passport-quality photos:

What Is an Irish Residence Permit (IRP)?
The Irish Residence Permit (IRP) card is the official document confirming immigration permission for non-EEA, non-UK nationals residing in Ireland for more than 90 days. It replaced the older GNIB (Garda National Immigration Bureau) card system in 2019.
Who needs an IRP:
Non-EEA/non-UK nationals staying in Ireland for 90+ days — students, workers, family members, researchers, investors. The IRP card confirms your registered immigration status and what you're permitted to do.
IRP visa stamps:
IRP cards carry specific stamps — Stamp 1 (general employment), Stamp 2 (student), Stamp 3 (non-remuneration), Stamp 4 (settled status and long-term residence), Stamp 5 (without conditions).
EU, EEA, and UK nationals:
Do not need IRP cards. EU freedom of movement means EU citizens can reside in Ireland without registration. UK nationals have specific rights under the Common Travel Area.
The INIS Registration Process
Non-EEA nationals arriving with a D visa or switching immigration status must register with INIS within 90 days of arrival.
Registration in Dublin:
The ISD (Immigration Service Delivery) office at Burgh Quay handles Dublin-area registrations. Appointments are booked online at inisonline.jahs.ie — in-demand slots fill quickly, book as soon as possible after arrival.
Registration outside Dublin:
Regional Garda Divisional Headquarters handle registrations outside Dublin. Contact your nearest regional immigration office or check the ISD website for locations.
What happens at registration:
You bring your passport, proof of address in Ireland, evidence of your immigration permission (visa or letter), and supporting documents for your category. INIS staff take your photo and fingerprints. The IRP card is typically posted within 1–2 weeks.
Renewals:
IRP cards must be renewed before expiry (usually annually or every 2 years). Renewal appointments follow the same process as first-time registration.
Stamp 4 and Long-Term Residence
Non-EEA nationals who have legally resided in Ireland for 5 years may apply for long-term residence (Stamp 4 permission).
Eligibility:
5 years of lawful residence under Stamp 1, 1A, 2, 2A, or qualifying permissions. Application submitted through ISD with evidence of continuous residence.

Irish citizenship:

Renewing Stamp 4:
